That certainty unlocked the financing behind Vaca Muerta’s export build out. By early 2026 the play was pumping about 610,000 barrels of oil a day, Argentina had booked a record 7.8 billion US dollar energy trade surplus, and its first oil pipeline and LNG contracts were advancing.

Vaca Muerta is a geological fact. The commercial story now unfolding is a policy one. In July 2024 Argentina’s Congress passed the Ley Bases reform package, and within it the Regimen de Incentivo para Grandes Inversiones, or RIGI, the Large Investment Incentive Regime. It offers any qualifying project above 200 million US dollars a 30 year guarantee that its tax, customs and foreign exchange treatment will not be worsened, a corporate income tax rate cut from 35 to 25 percent, exemption from export duties, and a phased release from Argentina’s notorious currency controls. Energy, mining, infrastructure, forestry, technology and steel all qualify.

Two years on, the effect on Vaca Muerta is measurable. Oil output from the play reached about 610,700 barrels per day in January 2026, up around 32 percent on the year, according to figures compiled by Discovery Alert, and Rystad Energy expects the basin to keep breaking records on the way to roughly one million barrels per day by 2030. Total Argentine crude hit a record of about 874,000 barrels per day in early 2026. Exports followed. The country booked a record energy trade surplus of 7.8 billion US dollars in 2025, its largest in at least 33 years, on energy exports of 11.1 billion against imports of 3.3 billion, per Energy Department data reported by Bloomberg.

The path shaper lens matters here. The rock did not change in 2024, the rules did. Global majors could drill the rock, but they could not reliably repatriate the profit, so capital stayed cautious.

Politics sharpened the timing. President Javier Milei’s La Libertad Avanza won a decisive victory in the October 2025 midterms, and Argentina’s country risk premium fell from over 1,000 basis points to around 600, reopening debt markets for the sector.

The flagship RIGI energy project is VMOS, the Vaca Muerta Oleoducto Sur, a 3 billion US dollar oil pipeline running 437 kilometres from the Neuquen basin to a new export terminal at Punta Colorada on the Atlantic coast. Sanctioned in December 2024 by a consortium of YPF, Pan American Energy, Vista, Pluspetrol, Pampa Energia, Chevron and Shell, it is designed to carry up to 550,000 barrels per day, expandable to 700,000, with commercial operation targeted for 2027. YPF has called it the largest hydrocarbon export infrastructure in the country’s history.

The prize is liquefied natural gas. Argentina’s first large scale LNG will come from the Southern Energy project, which took a final investment decision in May 2025 and will moor two floating vessels, the Hilli Episeyo and the MK II, in the Gulf of San Matias off Rio Negro, for a combined nameplate of about 5.95 million tonnes per year, with the Hilli Episeyo due to start around the end of 2027. In December 2025 the consortium signed Argentina’s first long term LNG export contract, an eight year deal to supply two million tonnes a year to Germany’s SEFE, worth potentially more than 7 billion US dollars, according to the Buenos Aires Herald. A far larger third phase, Argentina LNG, pairs YPF with Eni and ADNOC’s XRG on a 20 billion US dollar, 12 million tonne project, with JP Morgan mandated to raise up to 16 billion US dollars and a final investment decision targeted for mid 2026, as YPF chief executive Horacio Marin told Reuters.

The third risk is durability, in two senses. Politically, RIGI’s promises must outlast the government that made them; the regime’s 30 year stability and arbitration clauses are the hedge, but provinces still have to opt in and a future administration will be tested against them. Commercially, the LNG bet rests on offtake. As of late 2025 the giant third phase had not fully secured customers or financing, and Argentine cargoes will compete head to head with a wave of United States Gulf Coast LNG for the same European and Asian buyers.

The third implication is posture. Argentina’s shale boom is a government made market, powerful while the incentive holds and exposed if it does not. The firms that win here will be the ones that read the policy shift early, position against the right benchmark, and sell certainty into an inherently uncertain market. That is the growth partner stance we take across our work: certainty, engineered, not assumed.

Foire aux questions

What is Argentina’s RIGI regime?

The flagship RIGI energy project is VMOS, the Vaca Muerta Oleoducto Sur, a 3 billion US dollar oil pipeline running 437 kilometres from the Neuquen basin to a new export terminal at Punta Colorada on the Atlantic coast. Sanctioned in December 2024 by a consortium of YPF, Pan American Energy, Vista, Pluspetrol, Pampa Energia, Chevron and Shell, it is designed to carry up to 550,000 barrels per day, expandable to 700,000, with commercial operation targeted for 2027. Argentina's first large scale LNG will come from the Southern Energy project, which took a final investment decision in May 2025 and will moor two floating vessels, the Hilli Episeyo and the MK II, in the Gulf of San Matias off Rio Negro, for a combined nameplate of about 5.95 million tonnes per year, with the Hilli Episeyo due to start around the end of 2027. Vaca Muerta is world class rock but an expensive place to drill. When Brent slipped toward 65 US dollars in 2024 those margins came under real pressure, even before a 2026 Middle East conflict briefly pushed prices back above 80.", "The second risk is macro. A relatively strong peso lowers the local currency value of dollar priced oil, squeezing producer margins, and the United States State Department noted in its 2025 investment climate assessment that residual capital controls still complicate profit repatriation and debt service. RIGI answers this for admitted projects, but not for the wider sector, and Argentine drilling activity actually slowed through mid 2025, with new wells in the Neuquen basin falling to 55 in July from 67 in June, a reminder that the ramp is not linear.", "The third risk is durability, in two senses. Politically, RIGI's promises must outlast the government that made them; the regime's 30 year stability and arbitration clauses are the hedge, but provinces still have to opt in and a future administration will be tested against them. Commercially, the LNG bet rests on offtake. As of late 2025 the giant third phase had not fully secured customers or financing, and Argentine cargoes will compete head to head with a wave of United States Gulf Coast LNG for the same European and Asian buyers."]}, {"id": "b2b", "q": "What does this mean for energy B2B?", "h": "How to sell into a government made growth story", "p": ["For suppliers, engineers, service firms and financiers, the first implication is that the opportunity is concentrated and policy timed. Capital is clearing where RIGI has removed the currency and tax risk, so commercial pipeline should track the admitted projects where final investment decisions and financing are actually landing: VMOS, the Perito Moreno expansion, Southern Energy and the third phase Argentina LNG. This is a build out with named sponsors and hard dates, not a diffuse theme.", "The second implication is competitive framing. Argentine LNG will contest the same European and Asian demand as American cargoes, so the reference point for any gas seller is the United States Gulf Coast, a dynamic we examine in TotalEnergies' two pillar strategy in LNG and integrated power and in the United States energy dominance agenda. Argentina's shale boom is a government made market, powerful while the incentive holds and exposed if it does not. The firms that win here will be the ones that read the policy shift early, position against the right benchmark, and sell certainty into an inherently uncertain market. That is the growth partner stance we take across our work: certainty, engineered, not assumed."]}], "media": {"image": {"src": "/wp-content/uploads/2026/07/argentina-vaca-muerta-onshore-oil-pumpjacks.jpg", "label": "Drilling rigs on the Vaca Muerta shale in Neuquen, the resource whose export boom Argentina's RIGI incentive regime was built to unlock.", "credit": "Project 54"}, "infographicLabel": "A government incentive, not just geology: how RIGI turned Vaca Muerta into an export business."}, "poll": {"q": "What is the biggest swing factor for Argentina's Vaca Muerta export boom?", "options": [{"id": "a", "label": "The RIGI incentive regime holding", "insight": "RIGI's 30 year stability and currency carve outs are what made the export projects financeable.
