Ce dossier explique pourquoi Astana ne peut pas simplement r\u00e9duire sa production, comment un projet de Chevron a fait exploser le plafond et quelles seront les cons\u00e9quences de la prochaine r\u00e9vision des quotas pour les march\u00e9s p\u00e9troliers et les fournisseurs.<\/p>\n<h2>Le d\u00e9passement le plus important et le plus persistant de l&#039;alliance<\/h2>\n<p>Le Kazakhstan est devenu le test le plus r\u00e9v\u00e9lateur de la capacit\u00e9 de l&#039;OPEP+ \u00e0 respecter sa discipline. Ce point de r\u00e9f\u00e9rence v\u00e9rifiable provient d&#039;Argus Media, qui a rapport\u00e9 qu&#039;en mars 2025, le Kazakhstan produisait environ 1,79 million de barils de p\u00e9trole brut par jour, contre un objectif de l&#039;OPEP+ proche de 1,468 million, soit un d\u00e9passement de plus de 300\u00a0000 barils par jour. La production totale de liquides atteignait quant \u00e0 elle environ 2,08 millions de barils par jour. Il ne s&#039;agissait pas d&#039;une hausse ponctuelle. La production kazakhe s&#039;est maintenue \u00e0 des niveaux records, voire sup\u00e9rieurs, jusqu&#039;en 2026, avec une production totale de liquides avoisinant les 2,1 millions de barils par jour, permettant au pays de rester constamment au-dessus du plafond mensuel de production de p\u00e9trole brut fix\u00e9 par l&#039;alliance.<\/p>\n<p>Avant m\u00eame d&#039;aborder les questions politiques, un d\u00e9tail comptable importe. Les quotas de l&#039;OPEP+ s&#039;appliquent au p\u00e9trole brut, et une part importante de la production officielle du Kazakhstan est constitu\u00e9e de condensats, un liquide l\u00e9ger extrait de ses gisements riches en gaz et qui n&#039;est pas inclus dans le quota. Ainsi, l&#039;\u00e9cart entre la production officielle de deux millions de barils et le quota d&#039;environ 1,5 million de barils rel\u00e8ve en partie d&#039;une convention de d\u00e9finition, et non d&#039;une quelconque contestation. M\u00eame apr\u00e8s exclusion des condensats, la production de p\u00e9trole brut kazakhe d\u00e9passe de plusieurs centaines de milliers de barils par jour l&#039;objectif, ce qui en fait le plus gros exc\u00e9dentaire du groupe.<\/p>\n<p>Ce sch\u00e9ma fait \u00e9cho \u00e0 l&#039;\u00e9rosion plus g\u00e9n\u00e9rale de la discipline des quotas que nous avons constat\u00e9e dans notre analyse de <a href=\"https:\/\/projectfifty4.com\/fr\/augmentations-mensuelles-de-la-production-de-lopep-en-2026\/\">\u00e8re du baril mensuel de l&#039;OPEP+<\/a> et le <a href=\"https:\/\/projectfifty4.com\/fr\/mecanisme-de-reference-de-sortie-des-emirats-arabes-unis-de-lopep\/\">Sortie de r\u00e9f\u00e9rence des \u00c9mirats arabes unis<\/a>. Le Kazakhstan n&#039;est pas un cas isol\u00e9, il repr\u00e9sente l&#039;exemple le plus extr\u00eame d&#039;un probl\u00e8me structurel que l&#039;alliance s&#039;est content\u00e9e de g\u00e9rer plut\u00f4t que de r\u00e9soudre.<\/p>\n<h2>Les barils appartiennent aux contrats, pas au minist\u00e8re<\/h2>\n<p>La surproduction p\u00e9troli\u00e8re du Kazakhstan n&#039;est pas due \u00e0 un manque de volont\u00e9 politique, mais \u00e0 la propri\u00e9t\u00e9 des ressources. Plus des deux tiers de la production nationale proviennent de trois gisements g\u00e9ants exploit\u00e9s par des consortiums internationaux dans le cadre d&#039;accords de partage de production sign\u00e9s dans les ann\u00e9es 1990, bien avant l&#039;instauration des quotas de l&#039;OPEP+. Tengiz est exploit\u00e9 par Tengizchevroil, un consortium dirig\u00e9 par Chevron, avec ExxonMobil, KazMunayGas et Lukoil comme partenaires. Kashagan est g\u00e9r\u00e9 par la North Caspian Operating Company, un consortium de grandes compagnies p\u00e9troli\u00e8res. Karachaganak est exploit\u00e9 par un groupe men\u00e9 par Shell et Eni. Ces contrats garantissent la rentabilit\u00e9 des op\u00e9rateurs et conf\u00e8rent \u00e0 l&#039;\u00c9tat un pouvoir limit\u00e9 d&#039;ordonner des r\u00e9ductions de production.<\/p>\n<p>Astana dispose donc d&#039;une marge de man\u0153uvre tr\u00e8s limit\u00e9e. Elle peut r\u00e9duire la production des petits gisements exploit\u00e9s par la compagnie nationale KazMunayGas, mais ces volumes sont bien trop faibles pour compenser les m\u00e9gaprojets, et une telle r\u00e9duction signifierait que l&#039;\u00c9tat supporterait l&#039;int\u00e9gralit\u00e9 du co\u00fbt tandis que les op\u00e9rateurs \u00e9trangers continueraient \u00e0 produire. Les ministres kazakhs ont eux-m\u00eames d\u00e9clar\u00e9 publiquement que le pays privil\u00e9gierait ses int\u00e9r\u00eats nationaux et ne pourrait contraindre les op\u00e9rateurs internationaux \u00e0 r\u00e9duire leur production. Autrement dit, le quota est un engagement pris par le gouvernement pour des volumes de p\u00e9trole qu&#039;il ne contr\u00f4le pas pleinement.<\/p>\n<p>Voil\u00e0 la cause profonde du probl\u00e8me, que ni les bar\u00e8mes de compensation ni les communiqu\u00e9s officiels ne peuvent r\u00e9soudre. Lorsque la surproduction est inscrite dans des contrats de plusieurs d\u00e9cennies avec les plus grandes compagnies p\u00e9troli\u00e8res mondiales, aucune d\u00e9claration mensuelle de l&#039;OPEP+ ne change la r\u00e9alit\u00e9 sur le terrain. C&#039;est la m\u00eame le\u00e7on qui sous-tend les n\u00e9gociations \u00e9nerg\u00e9tiques modernes\u00a0: la structure d&#039;un contrat sign\u00e9 il y a des ann\u00e9es d\u00e9termine, de mani\u00e8re tacite, les options disponibles aujourd&#039;hui.<\/p>\n<h2>Le projet Future Growth a chang\u00e9 la donne.<\/h2>\n<p>L&#039;\u00e9v\u00e9nement d\u00e9clencheur de la transformation d&#039;une surproduction chronique en crise structurelle a \u00e9t\u00e9 l&#039;ach\u00e8vement du projet d&#039;expansion future de Tengiz. Cet investissement de 48 \u00e0 50 milliards de dollars, l&#039;un des plus importants jamais r\u00e9alis\u00e9s dans le secteur p\u00e9trolier, a permis d&#039;ajouter environ 260\u00a0000 barils par jour de capacit\u00e9, la premi\u00e8re production \u00e9tant pr\u00e9vue pour janvier 2025. La production de Tengiz est ainsi pass\u00e9e d&#039;environ 600\u00a0000 barils par jour \u00e0 environ 0,9 \u00e0 1 million de barils par jour, ce qui signifie qu&#039;un seul gisement produit d\u00e9sormais plus que la totalit\u00e9 du quota de p\u00e9trole brut allou\u00e9 au Kazakhstan.<\/p>\n<p>La rentabilit\u00e9 de ce projet rend toute r\u00e9duction de production quasi impensable pour l&#039;exploitant. Le vice-ministre de l&#039;\u00c9nergie, Alibek Zhamauov, a d\u00e9clar\u00e9 \u00e0 Argus Media en avril 2025 que r\u00e9duire la production de Tengiz serait, selon ses propres termes, une mesure extr\u00eamement difficile, notamment pour Chevron, qui a investi 50 milliards de dollars dans le projet et a indiqu\u00e9 au Kazakhstan qu&#039;une r\u00e9duction de production lui \u00e9tait impossible. Lorsqu&#039;une entreprise a investi cinquante milliards de dollars dans de nouvelles capacit\u00e9s, son int\u00e9r\u00eat est de les exploiter \u00e0 plein r\u00e9gime pour rentabiliser son investissement, et non de les mettre \u00e0 l&#039;arr\u00eat pour respecter un quota qu&#039;elle n&#039;a jamais sign\u00e9.<\/p>\n<p>Kashagan accentue la pression. Ce deuxi\u00e8me gisement majeur produisait environ 387\u00a0000 barils par jour d\u00e9but 2025 et sa production n&#039;a cess\u00e9 d&#039;augmenter depuis, gr\u00e2ce notamment \u00e0 l&#039;accroissement des capacit\u00e9s de traitement du gaz. Tengiz et Kashagan d\u00e9veloppent leurs actifs selon leurs propres strat\u00e9gies d&#039;investissement et avec leurs propres op\u00e9rateurs, contribuant ainsi \u00e0 la hausse de la production nationale, ind\u00e9pendamment des engagements pris par le minist\u00e8re \u00e0 Vienne.<\/p>\n<h2>Le plus gros fardeau de maquillage dans l&#039;alliance<\/h2>\n<p>L&#039;OPEP+ g\u00e8re la surproduction par le biais de compensations, un syst\u00e8me selon lequel un membre ayant produit trop de p\u00e9trole doit compenser l&#039;exc\u00e9dent par des r\u00e9ductions plus importantes au cours des mois suivants. Le Kazakhstan supporte la plus importante obligation de compensation cumul\u00e9e du groupe, un montant total se chiffrant en millions de barils par jour sur plusieurs mois, les r\u00e9ductions mensuelles requises devant augmenter fortement jusqu&#039;en 2026. Th\u00e9oriquement, cela permettrait \u00e0 terme de ramener la production kazakhe dans les limites acceptables.<\/p>\n<p>En pratique, les analystes consid\u00e8rent g\u00e9n\u00e9ralement ce calendrier comme un objectif \u00e0 atteindre. Le Kazakhstan s&#039;est engag\u00e9 \u00e0 plusieurs reprises \u00e0 indemniser les producteurs depuis d\u00e9but 2024, mais n&#039;a jamais tenu parole, pour la simple raison \u00e9voqu\u00e9e pr\u00e9c\u00e9demment\u00a0: les barils qu&#039;il devrait r\u00e9duire proviennent de projets \u00e9trangers en expansion sur lesquels il n&#039;a aucun contr\u00f4le. Un plan d&#039;indemnisation qui exigerait la mise \u00e0 l&#039;arr\u00eat des centrales de Tengiz ou de Kashagan est irr\u00e9alisable par le gouvernement, ce qui explique pourquoi chaque nouveau calendrier est g\u00e9n\u00e9ralement r\u00e9vis\u00e9 plut\u00f4t que respect\u00e9. Les chiffres d&#039;indemnisation mentionn\u00e9s ici proviennent de sources secondaires de l&#039;OPEP et de la presse sp\u00e9cialis\u00e9e, et leur mise en \u0153uvre reste incertaine.<\/p>\n<p>C\u2019est l\u00e0 que r\u00e9side la tension latente au sein de l\u2019OPEP+. La cr\u00e9dibilit\u00e9 de l\u2019alliance repose sur le respect des engagements de ses membres, or son principal pays exc\u00e9dentaire est structurellement incapable de s\u2019y conformer, et tous les acteurs de l\u2019alliance le savent. Ce d\u00e9calage entre les r\u00e8gles et la r\u00e9alit\u00e9 est \u00e0 l\u2019origine de la r\u00e9ponse strat\u00e9gique que nous allons examiner.<\/p>\n<h2>D\u00e9tendez-vous, ne surveillez pas.<\/h2>\n<p>Face \u00e0 une surproduction qu&#039;elle ne peut contr\u00f4ler baril par baril, l&#039;OPEP+ a opt\u00e9 pour une autre strat\u00e9gie. Entre 2025 et 2026, le groupe, men\u00e9 par l&#039;Arabie saoudite, est pass\u00e9 d&#039;une d\u00e9fense des prix par des r\u00e9ductions drastiques \u00e0 un d\u00e9mant\u00e8lement progressif de ses r\u00e9ductions volontaires, par tranches mensuelles, r\u00e9introduisant ainsi l&#039;offre sur le march\u00e9 de mani\u00e8re mesur\u00e9e. Si la fraude aux quotas est in\u00e9vitable, autoriser une offre officielle plus importante et accepter des prix plus bas supprime la prime que les membres disciplin\u00e9s accordaient de fait aux moins disciplin\u00e9s. C&#039;est une mesure radicale qui p\u00e8se sur les revenus de chaque producteur, mais elle r\u00e9tablit une certaine \u00e9quit\u00e9 que les bar\u00e8mes de r\u00e9mun\u00e9ration n&#039;ont pas permis d&#039;instaurer.<\/p>\n<p>Le co\u00fbt, c&#039;est le prix. \u00c0 mesure que l&#039;alliance augmente sa production et que l&#039;offre hors OPEP en provenance des \u00c9tats-Unis, du Br\u00e9sil et du Guyana continue de cro\u00eetre, la plupart des analystes pr\u00e9voient une baisse des prix du p\u00e9trole jusqu&#039;en 2027, m\u00eame si l&#039;\u00e9volution exacte reste incertaine et d\u00e9pendante du contexte g\u00e9opolitique. Pour un groupe dont les membres sont tributaires des revenus p\u00e9troliers, privil\u00e9gier le volume au prix est une strat\u00e9gie d\u00e9fensive, qui reconna\u00eet que maintenir des prix \u00e9lev\u00e9s tout en pratiquant la corruption revient \u00e0 c\u00e9der des parts de march\u00e9 sans avantage durable.<\/p>\n<h2>L&#039;accommodement est plus probable que le respect des r\u00e8gles.<\/h2>\n<p>La pression se concentre d\u00e9sormais sur les niveaux de r\u00e9f\u00e9rence qui d\u00e9terminent le quota de chaque membre. L&#039;OPEP+ a annonc\u00e9 un m\u00e9canisme de r\u00e9\u00e9valuation de ces niveaux, et les membres disposant d&#039;importantes capacit\u00e9s de production, comme le Kazakhstan et les \u00c9mirats arabes unis, plaideront pour des niveaux plus \u00e9lev\u00e9s, refl\u00e9tant leurs capacit\u00e9s r\u00e9elles. Le sc\u00e9nario le plus probable n&#039;est donc pas le respect des quotas par le Kazakhstan, mais plut\u00f4t un compromis de sa part\u00a0: une ren\u00e9gociation d&#039;un niveau de r\u00e9f\u00e9rence plus \u00e9lev\u00e9 qui l\u00e9gitimerait la production d\u00e9j\u00e0 en cours. Cela apaiserait les tensions imm\u00e9diates tout en confirmant une \u00e9volution plus profonde\u00a0: au sein de l&#039;OPEP+, c&#039;est de plus en plus la capacit\u00e9 physique qui d\u00e9termine le quota, et non l&#039;inverse.<\/p>\n<p>Pour les march\u00e9s p\u00e9troliers, cela implique une offre mondiale structurellement plus abondante que ne le sugg\u00e8re la discipline affich\u00e9e par l&#039;alliance, avec un volume r\u00e9el de barils disponibles sur le march\u00e9 sup\u00e9rieur aux quotas et une tendance \u00e0 la baisse des prix, sauf en cas d&#039;intervention de la demande ou de facteurs g\u00e9opolitiques. Cette perspective rel\u00e8ve d&#039;une analyse et non d&#039;une d\u00e9cision officielle de l&#039;OPEP+, et doit \u00eatre interpr\u00e9t\u00e9e comme telle.<\/p>\n<p>Pour les fournisseurs d&#039;\u00e9nergie et les vendeurs B2B, la le\u00e7on \u00e0 retenir est de savoir o\u00f9 se situent les d\u00e9penses. Le d\u00e9passement de budget au Kazakhstan est symptomatique des capitaux colossaux investis dans les centrales de Tengiz et de Kashagan, qui doivent \u00eatre exploit\u00e9es, entretenues et g\u00e9r\u00e9es pendant des d\u00e9cennies. C&#039;est pr\u00e9cis\u00e9ment ce type de demande durable et contractuelle qui avantage les fournisseurs qui comprennent les enjeux \u00e9conomiques des exploitants. Vendre sur ce march\u00e9 implique de d\u00e9crypter les m\u00eames signaux que les grandes entreprises : un projet con\u00e7u pour fonctionner \u00e0 plein r\u00e9gime continuera d&#039;acheter les biens et services n\u00e9cessaires \u00e0 son fonctionnement, quels que soient les quotas.
