complication: a Strait of Hormuz disruption tied to the 2026 conflict, through which around a fifth of the world’s oil normally passes. With flows interrupted, the true supply and demand balance is genuinely hard to read, and a barrel added on paper may not reach the market. As Jorge Leon of Rystad Energy, a former OPEC official, put it, “An OPEC+ production increase means very little while the Strait of Hormuz remains closed. After years of cuts, most members are producing close to their capacity, and the genuine spare capacity is concentrated in a single country. As Helima Croft, head of commodity-markets strategy at RBC Capital Markets, observed, “Spare capacity is really only sitting in Saudi Arabia at this stage, with the rest of the producers effectively maxed out, hence the actual barrel-add will be exceedingly modest.”

That changes how the headline numbers should be read. A communique that raises quotas by 188,000 barrels per day does not necessarily put 188,000 fresh barrels on the water, because several members cannot lift output to their new ceiling. The real increment is smaller, and it leans disproportionately on Saudi Arabia’s willingness to use its spare capacity. The group’s announcements are therefore as much a signal of intent and a tool for managing market psychology as they are a precise supply instruction.

For energy buyers, suppliers and anyone modelling 2026 prices, the practical lesson is to separate quota from actual production. The barrels that matter are the ones with capacity behind them, and right now that means watching Saudi Arabia far more than the headline group figure. The table below sets out how the group’s approach changed from 2025 to 2026 and what each element signals.

Компенсация After unwinding cuts quickly in 2025, the seven core countries, Saudi Arabia, Russia, Iraq, Kuwait, Kazakhstan, Algeria and Oman, paused early in 2026 and then resumed with small monthly adjustments, about 188,000 barrels per day for July, decided in monthly meetings that let them increase, pause or reverse as conditions change. A Strait of Hormuz disruption in 2026 has clouded the real supply and demand balance, so the cautious, optionality-preserving monthly cadence is a way to add barrels without committing to a path the market cannot yet read."},"takeaways":["OPEC+ shifted from large, scheduled tranches in 2025 to small monthly increments in 2026, about 188,000 barrels per day for July, decided meeting by meeting, with the seven core countries due to meet again on 5 July 2026.","The cadence is the strategy: monthly decisions preserve the option to increase, pause or even reverse, which a fixed quarterly schedule does not, and the group has explicitly reserved that flexibility.","The driver is a balancing act, regaining market share, signalled by Saudi Arabia from late 2024, against the risk of a 2026 oversupply the IEA has flagged, all while a Strait of Hormuz disruption masks the true balance.","Spare capacity now sits mainly with Saudi Arabia, so headline quota increases are partly notional; as RBC's Helima Croft put it, the actual barrel-add is exceedingly modest.","The compensation regime, with overproducers such as Kazakhstan and Iraq required to make up excess volumes, is the cohesion tool that lets the group show discipline without a public rupture; it now runs to the end of 2026."],"sections":[{"id":"shift","q":"What exactly changed in how OPEC+ manages output between 2025 and 2026?","h":"From Big Tranches to a Monthly Dial","p":["Through 2025, OPEC and its partners unwound a 2.2 million barrel per day voluntary cut in large, pre-scheduled steps, accelerating to around 411,000 barrels per day each month in the middle of the year. The market knew the path. In 2026 the group changed both the size and the method. It paused increases early in the year on seasonal and oversupply concerns, then resumed with small adjustments decided one month at a time, about 188,000 barrels per day for July, set in monthly meetings rather than on a fixed schedule.","The 7 June 2026 communique is explicit about why the method changed. The seven participating countries said the adjustment may be returned in part or in full subject to evolving market conditions and in a gradual manner, and they "reaffirmed the importance of adopting a cautious approach and retaining full flexibility to increase, pause or reverse the phase out of the voluntary production adjustments." They also committed to hold monthly meetings to review conditions, with the next on 5 July 2026.","That is the core of it. The group has replaced a published schedule with a monthly dial it can turn up, hold, or turn back depending on what the market does. The cadence change is not administrative housekeeping. It is a deliberate shift from commitment to optionality, and the reasons it was made tell you how the group reads its own position."]},{"id":"why","q":"What is driving OPEC+ to be this cautious?","h":"Two Goals That Pull Against Each Other","p":["The caution comes from trying to achieve two things that conflict. The first is regaining market share. Saudi Arabia began signalling in late 2024 that it was shifting course toward retaking share, in part to curb investment in competing supply, especially US shale, and returning barrels is how that intent becomes real. The second is avoiding a price collapse. The International Energy Agency has flagged 2026 as one of the largest projected oversupplies in recent years, with inventories at risk of building, which is precisely the condition under which adding barrels too fast would crater the price.","Sitting over both is a third complication: a Strait of Hormuz disruption tied to the 2026 conflict, through which around a fifth of the world's oil normally passes. With flows interrupted, the true supply and demand balance is genuinely hard to read, and a barrel added on paper may not reach the market. As Jorge Leon of Rystad Energy, a former OPEC official, put it, "An OPEC+ production increase means very little while the Strait of Hormuz remains closed. When the Strait of Hormuz reopens, the market could move very quickly from fear of shortage to fear of surplus."","Read together, these three forces explain the monthly dial. The group wants its share back, fears the oversupply that returning barrels too quickly would trigger, and cannot yet see clearly through the disruption. A monthly cadence buys time and optionality on all three, letting OPEC+ move in small, reversible steps until the picture clears. It is caution by design, not indecision."]},{"id":"spare","q":"Do these quota increases actually mean more oil on the market?","h":"Why the Headline Barrels Are Partly Notional","p":["One of the most important nuances in 2026 is that a quota increase and a real barrel are not the same thing. After years of cuts, most members are producing close to their capacity, and the genuine spare capacity is concentrated in a single country. As Helima Croft, head of commodity-markets strategy at RBC Capital Markets, observed, "Spare capacity is really only sitting in Saudi Arabia at this stage, with the rest of the producers effectively maxed out, hence the actual barrel-add will be exceedingly modest."","That changes how the headline numbers should be read. A communique that raises quotas by 188,000 barrels per day does not necessarily put 188,000 fresh barrels on the water, because several members cannot lift output to their new ceiling. The real increment is smaller, and it leans disproportionately on Saudi Arabia's willingness to use its spare capacity. The group's announcements are therefore as much a signal of intent and a tool for managing market psychology as they are a precise supply instruction.","For energy buyers, suppliers and anyone modelling 2026 prices, the practical lesson is to separate quota from actual production. The barrels that matter are the ones with capacity behind them, and right now that means watching Saudi Arabia far more than the headline group figure. The table below sets out how the group's approach changed from 2025 to 2026 and what each element signals."]},{"id":"compensation","q":"How does OPEC+ hold the group together when members overproduce?","h":"Compensation as the Glue","p":["A producer group only works if members stick to their quotas, and historically several have not. Kazakhstan repeatedly produced above its target, and Iraq has been a persistent overproducer. Rather than let that fracture the group, OPEC+ uses a compensation mechanism: members that exceeded their quotas since January 2024 must make up the excess by cutting later, with the overproduced volumes frontloaded into the earlier months of the schedule, and the whole compensation period now extended to the end of 2026 and monitored by the Joint Ministerial Monitoring Committee.","Compensation is doing quiet but essential strategic work. It lets the group enforce discipline on its laggards without a public confrontation, it offsets some of the barrels being returned through the monthly increases, and it gives the headline policy credibility by showing conformity is being tracked and corrected. The 7 June communique noted that the monthly increases also give participating countries an opportunity to accelerate their compensation, tying the two mechanisms together.","This is how OPEC+ manages the tension between cohesion and ambition.
