Who Is the CEO of XRG? There Is No CEO.

XRG is searched for the way an operating company is searched for, and it is not structured like one. There is no chief executive. It has an Executive Chairman who is simultaneously the UAE Minister of Industry and Advanced Technology and the Managing Director and Group CEO of its sole shareholder, a seven person board that includes the president of Blackstone and a former chief executive of bp, and a Chief Investment Officer appointed in January 2026. For anyone trying to work out who approves a deal or who to approach, the title you are looking for does not exist, and the structure explains why.

Who is the CEO of XRG?
XRG has no chief executive officer. It is led by an Executive Chairman, Dr Sultan Ahmed Al Jaber, who is also the UAE Minister of Industry and Advanced Technology and the Managing Director and Group CEO of ADNOC, which owns XRG outright. Day to day investment leadership sits with the Chief Investment Officer, Nameer Siddiqui, who took the role in January 2026 after serving as a senior vice president at Phillips 66. Above both sits a board of directors whose appointment the UAE President endorsed on 12 December 2024, and which combines Emirati state figures with international investors: Mohamed Hassan Alsuwaidi, UAE Minister of Investment and Managing Director and CEO of ADQ; Dr Ahmed Mubarak Al Mazrouei, Chairman of the President's Office for Strategic Affairs; Jassem Al Zaabi, Chairman of the Abu Dhabi Department of Finance; Jon Gray, President and Chief Operating Officer of Blackstone; Nassef Sawiris, Executive Chair of OCI Global; and Bernard Looney, Chairman of Prometheus Hyperscale and former CEO of bp. The absence of a CEO is a deliberate signal about what XRG is: an investment company governed like a fund, not an operator run like a business unit.

  • There is no XRG CEO. The top executive role is Executive Chairman, held by Dr Sultan Ahmed Al Jaber, who simultaneously leads ADNOC as Managing Director and Group CEO and serves as UAE Minister of Industry and Advanced Technology.
  • The senior executive hire that matters commercially is the Chief Investment Officer, Nameer Siddiqui, in post since January 2026 and previously a senior vice president at Phillips 66. For a counterparty, the investment office is the decision surface, not an operating C suite.
  • The board was endorsed by the UAE President on 12 December 2024 and has seven members. Three are senior Emirati state figures, three are international investors or operators, and the seventh is the Executive Chairman.
  • The international names are the tell. Jon Gray of Blackstone, Nassef Sawiris of OCI Global and Bernard Looney, formerly chief executive of bp, are a private capital board, not a national oil company board.
  • Governance follows the money. ADNOC owns XRG outright, so the chain of control runs ADNOC to XRG, and the Executive Chairman sits at the top of both. There is no independent chief executive to persuade separately.
  • Practical consequence: approach XRG as you would an investment platform. The questions it asks are about scale, duration and resilience of an asset, not about vendor pricing.
Why does XRG have no chief executive officer?

Because it is governed as an investment company, not run as an operating company

The question is asked constantly in search, which is itself informative: people encounter XRG through its deals, assume an operating company, and look for the executive who runs it. The structure does not have that role. XRG's top executive position is Executive Chairman, held by Dr Sultan Ahmed Al Jaber, who is also the UAE Minister of Industry and Advanced Technology and the Managing Director and Group CEO of ADNOC.

That combination is the answer to the question. ADNOC owns XRG outright. If XRG had its own chief executive, that person would sit between ADNOC's Group CEO and XRG's board while reporting to a chairman who is the same Group CEO. Collapsing the two into an executive chairmanship removes the layer. It also makes the reporting line honest: XRG's strategy is ADNOC's international strategy, executed through a separate balance sheet.

At launch, Al Jaber described XRG as a transformative investment company positioned to unlock value across high growth sectors, and said it was committed to delivering innovative, sustainable and disruptive solutions that create long term value. Read past the register and the operative word is investment. Investment companies are chaired and staffed by investment officers. They do not generally have chief executives in the operating sense, because there is no operation to run: there are positions to take.

Who actually makes XRG's investment decisions?

The Chief Investment Officer, within a mandate the board sets

Nameer Siddiqui became XRG's Chief Investment Officer in January 2026. He joined from Phillips 66, where he was a senior vice president. That is a deliberate hire: a refining and midstream operator's commercial executive, placed at the head of an investment function whose stated hunting ground is gas, chemicals and the energy systems that power artificial intelligence and industry.

His public framing of the mandate is useful because it is unusually concrete about time horizon. Speaking at Semafor's World Economy summit in Washington in April 2026, Siddiqui described the questions XRG asks as: where is gas headed, where are chemicals headed, where are energy systems headed for the next 20 or 30 years. On volatility he said that it does not change the way XRG thinks about investing, and that XRG looks at commodities through the lens of normalised circumstances. On market timing he was blunter: if you try to time the market in energy, you are probably not going to end up on the right side.

On the United States specifically he said it is the most important market, because it holds vast natural gas resources, some of the largest in the world. That has been borne out in the deal record. XRG completed a second Rio Grande LNG transaction in July 2026, reported as an additional 7.6 per cent stake, leaving it invested across all five trains of the NextDecade project in Texas.

For a supplier, a service provider or a counterparty, this is the operative point. XRG's decision surface is an investment office with a two to three decade horizon and an explicit preference for the largest and most scalable resources. The arguments that move it are about asset quality and duration. The arguments that move an operating business unit, unit cost and delivery convenience, are being made to the wrong institution.

Who sits on the XRG board, and what does the composition signal?

Three state principals, three global investors, one executive chairman

The UAE President endorsed the appointment of XRG's board of directors on 12 December 2024. The membership is worth reading as a statement of intent rather than a list of names.

The Emirati side ties XRG to the state's investment and fiscal machinery: Mohamed Hassan Alsuwaidi is UAE Minister of Investment and Managing Director and CEO of ADQ; Dr Ahmed Mubarak Al Mazrouei chairs the President's Office for Strategic Affairs and the Abu Dhabi Executive Office; Jassem Al Zaabi chairs the Abu Dhabi Department of Finance, chairs the board of e& and is Vice Chairman of the UAE Central Bank.

The international side is the part that would be unusual on a national oil company board. Jon Gray is President and Chief Operating Officer of Blackstone. Nassef Sawiris is Executive Chair of OCI Global. Bernard Looney is Chairman of Prometheus Hyperscale and the former chief executive of bp. A board assembled from the largest alternative asset manager in the world, a global chemicals and fertiliser family business, and a former supermajor chief executive is a board built to price and govern large international transactions.

Note also what the board is not. It contains no supplier relationships, no operating divisional heads and no national content representation. Local content and supplier development obligations in the Gulf flow through the operating companies, which is why a supplier's XRG exposure is usually indirect, through an asset XRG has bought into rather than through XRG itself.

XRG leadership. No chief executive officer. Executive Chairman Dr Sultan Ahmed Al Jaber, also UAE Minister of Industry and Advanced Technology and ADNOC Managing Director and Group CEO. Chief Investment Officer Nameer Siddiqui from January 2026, previously senior vice president at Phillips 66. Board of seven endorsed by the UAE President on 12 December 2024, including Jon Gray of Blackstone, Nassef Sawiris of OCI Global and Bernard Looney, former CEO of bp. XRG launched November 2024, owned outright by ADNOC, plans to double asset value over the next decade. Second Rio Grande LNG transaction completed July 2026, reported as an additional 7.6 per cent stake, invested across all five trains.
If you are trying to reach XRG, who do you actually approach?

Usually not XRG, and that is the useful part of the answer

Three routes exist and they are not equally productive. The first is XRG itself, through the investment office. That route is open only to counterparties offering an asset, a platform or a stake at a scale that moves a portfolio intended to double in value over a decade. For most companies, it is the wrong door.

The second route is the asset. Where XRG holds a position, the operating company still runs procurement, prequalification and contracting. A supplier to the Rio Grande LNG project contracts with the project, not with its investors. Treat XRG's involvement as information about an asset's capital backing and likely pace, not as a new purchasing counterparty.

The third is ADNOC, which owns XRG and whose own supplier and local content systems are long established and well documented. If your commercial interest in XRG is really an interest in Abu Dhabi energy spending, that interest is better expressed through the ADNOC relationship and its in country value requirements.

The one thing worth doing in all three cases is reading the investment thesis rather than the press release. Gas, chemicals, and energy systems for artificial intelligence and industry, on a twenty to thirty year horizon, with a stated preference for the biggest and most scalable resources. A proposition that speaks to scale and duration is legible to this institution. One that speaks to unit price is not.

Your company wants to be on XRG's radar. What is the highest value first move?

Find and approach the XRG chief executive.
There is not one. The top executive role is Executive Chairman, held by the person who is also ADNOC's Managing Director and Group CEO. Time spent searching for a CEO is time spent confirming that the organisation is not shaped the way you assumed.
Pitch the investment office directly on your capability.
Only right if you are offering an asset or a stake at portfolio scale. The investment office is sizing twenty to thirty year positions in gas, chemicals and energy systems. A capability pitch arriving there is read as a vendor approach and routed away.
Work the asset XRG has invested in, through its operating company.
This is the answer for most companies. Procurement, prequalification and contracting stay with the operator. XRG's position tells you the asset has capital behind it and a likely pace, which is genuinely useful planning information, but it does not make XRG your buyer.
Go through ADNOC and its in country value requirements.
Correct if your real interest is Abu Dhabi energy spending rather than XRG specifically. ADNOC owns XRG, and its supplier and local content systems are the established route. Be honest with yourself about which of the two you actually want.
No tally. The question is which institution your proposition is legible to.

XRG does not have a chief executive officer. Its top executive role is Executive Chairman, held by Dr Sultan Ahmed Al Jaber, who is also the UAE Minister of Industry and Advanced Technology and the Managing Director and Group CEO of ADNOC, XRG's sole owner. The senior executive responsible for investment decisions is the Chief Investment Officer, Nameer Siddiqui, in post since January 2026.

Nameer Siddiqui is XRG's Chief Investment Officer. He took the role in January 2026, having previously served as a senior vice president at the US energy company Phillips 66. Speaking in Washington in April 2026 he described XRG's mandate in terms of where gas, chemicals and energy systems are headed over the next twenty or thirty years, said that regional volatility does not change how XRG thinks about investing, and identified the United States as the most important market because of the scale of its natural gas resources.

The UAE President endorsed the board's appointment on 12 December 2024. Dr Sultan Ahmed Al Jaber is Executive Chairman. The board members are Mohamed Hassan Alsuwaidi, UAE Minister of Investment and Managing Director and CEO of ADQ; Dr Ahmed Mubarak Al Mazrouei, Chairman of the President's Office for Strategic Affairs and of the Abu Dhabi Executive Office; Jassem Al Zaabi, Chairman of the Abu Dhabi Department of Finance, Chairman of e& and Vice Chairman of the UAE Central Bank; Jon Gray, President and Chief Operating Officer of Blackstone; Nassef Sawiris, Executive Chair of OCI Global; and Bernard Looney, Chairman of Prometheus Hyperscale and former CEO of bp.

Because it tells you what kind of institution you are dealing with. An operating company has a chief executive accountable for running a business, and a procurement organisation beneath that. An investment company has a chairman, a board that sets mandate, and a chief investment officer who takes positions. XRG is the second kind. Suppliers and service companies almost never contract with XRG directly; they contract with the operating companies behind the assets XRG invests in, and XRG's involvement is best read as information about an asset's capital backing and likely pace.

Yes. ADNOC owns XRG outright, and the Executive Chairman of XRG is simultaneously ADNOC's Managing Director and Group CEO, so there is no separate chief executive to persuade and no independent chain of control. XRG is best understood as ADNOC's international investment vehicle with its own balance sheet, board and investment office rather than as a company that happens to have ADNOC as a shareholder.
